We pulled these items about 10 blocks on the boardwalk in VA beach and in the sand with no issues. Not sure of what measurements you’re looking for.

I suppose it could but it might be kind of awkward. We purchased it for my daughter to transport the kid's beach toys. The wide wheels make it a lot easier to pull in the sand.
